The Finnish Communications Regulatory Authority (Ficora.fi) registers the .fi-domain names. Application requires local presence. Basically, any name may be applied for as a domain name, provided that no other party's exclusive rights to a trademark, company name or other immaterial right are violated. Thus, no previous trademark or other registration is any longer required. The domain name may be 2-60 characters long and consist of the letters a to z, numbers 1 to 9 and a hyphen.
